Agree. In US this is also quite the issue. However, as experts from whom I buy research papers report,the problem is the greed of the university administrations, and the competition for prestige in the college marketplace. Universities need to focus on educating Americans instead of foreigners and retooling their curriculum to the job markets of TODAY. Just look at a typical university budget. VCU budget for 2016-2017 shows spending of $500M on all Education, $274 for all Schools except Health Sciences which was $174M, $94M on Administrative services for education, $514M on NON-EDUCATIONAL COSTS, including $8M on the President's office, and a total budget of $1.12B.
That means VCU spends 24.5% of it's budget on BASIC EDUCATION, 15.6% on MEDICINE (Even though the number of students in health sciences is only 1/3 of the student population). $176M was spent on SPONSORED PROGRAMS, or about 15%, not including the capital expenses for those facilities. VCU, like many state universities, are fat and rich, and rolling in money...and meanwhile the undergraduates are getting screwed out of seats and money.
